청소년 인재 개발을 위한 이중 트랙 프레임워크를 실제로 적용하려면, 이미 빽빽한 중등교육 과정에 새 프로그램을 더하는 것만으로는 부족합니다. 교육과정, 평가, 협력 구조, 유인 체계를 하나의 발달 논리로 정렬하는 일관된 구조가 필요합니다.

이 논문은 한국 상황에 맞춘 실행 지침을 제시합니다. 중학교부터 고교 졸업 직후 전환기까지의 권장 순서를 정리하고, 인재 매니저 트랙과 인재 기업가 트랙의 예시 교육과정 모듈을 소개하며, 다차원 평가 도구로 K-TEC(Korea Talent and Entrepreneur Competency) 지수를 제안합니다. 학교·플랫폼·지역사회 협력의 설계 원칙도 함께 다룹니다.

Translating a dual-track framework for youth talent development into practice requires more than the addition of new program elements to an already crowded secondary education landscape. It requires a coherent architecture that aligns curriculum, assessment, partnership structures, and incentive systems around a shared developmental logic.

This paper provides implementation guidance tailored to the Korean context. It outlines recommended sequencing from middle school through early post-secondary transition, presents illustrative curriculum modules for Talent Manager and Talent Entrepreneur pathways, proposes the K-TEC (Korea Talent and Entrepreneur Competency) index as a multi-dimensional assessment tool, and identifies design principles for school–platform–community partnerships.

Special attention is given to equity considerations, teacher and facilitator development, and the alignment of incentives across the education-to-work ecosystem. The guidance is intended to support both new program design and the strategic adaptation of existing initiatives.
